National Association of Counties Appoints Several Guilford County Commissioners for National Assignments

The National Association of Counties (NACo) is tapping five Guilford County Commissioners to serve national level assignments on various committees, advisory boards, and task forces. The Commissioners will work year-round as advocates at the federal level for local county governments on best practices and critical issues facing localities throughout the nation.

“The Guilford County community is strongly represented on numerous national-level appointments of significant importance for local governments,” said Guilford County Board of Commissioners Chairman Melvin “Skip” Alston. “We have a County Commission full of knowledge, passion, and talent. I see it every day and I am pleased our peers on the national level are recognizing my colleagues with appointments to these important roles.”

NACo President Denise Winfrey appointed Guilford County Board of Commissioners Vice Chair Carlvena Foster (District 1) along with Kay Cashion (At-Large), Mary Beth Murphy (District 4), Carly Cooke (District 5), and James Upchurch (District 6) to sit on the following NACo committees, advisory boards and task forces:

Commissioners Carlvena Foster, Kay Cashion, Mary Beth Murphy, and Carly Cooke will serve on the Women of NACo (WON) leadership network. WON’s mission is to enhance the effectiveness of female county officials and engage women officials in seeking leadership positions in their communities and within NACo.

Commissioner Kay Cashion continues a career of iconic leadership and representation not only serving on Women of NACo, but also as Vice Chair of the Arts and Culture Committee as well as serving on the Large Urban Counties Caucus and the Justice and Public Safety Committee.

The NACo Arts and Culture Commission demonstrates how the arts can be used by county officials to promote economic development and provide solutions to many of the challenges counties face, through workshop sessions, field trips, special publications, and its annual Arts & Culture awards, which recognize counties that foster an environment where arts can thrive to create more livable communities.

The Large Urban Counties Caucus, or “LUCC,” is the premier forum for urban county leaders and is the voice for America’s metropolitan counties before Congress and the Administration.

The NACo Justice and Public Safety Committee considers all matters pertaining to criminal justice and public safety systems, including criminal justice planning, law enforcement, courts, corrections, homeland security, community crime prevention, juvenile justice and delinquency prevention, emergency management, fire prevention and control, and civil disturbances.

Commissioner James Upchurch was appointed to the Finance, Pensions, and Intergovernmental Affairs Steering Committee.

The NACo Finance, Pensions, and Intergovernmental Affairs Steering Committee is responsible for leading and facilitating national-level discussions on major developments in county best practices and national policy issues of interest to the committee, such as the financial resources of counties, fiscal management, federal assistance, municipal borrowing, county revenues, federal budget, federal tax reform, elections and Native American issues.

“Being able to collaborate with other local leaders from across this great nation to find common ground that helps us improve the quality of life for all our residents is a humbling opportunity,” Upchurch said.

Each of the groups will meet remotely monthly before convening in Washington D.C. for the 2023 NACo Legislative Conference Feb. 11 to 15, and again at next year’s NACo Annual Conference from July 21 to 24 in Austin, Texas.

“Kudos to all of our Commissioners for representing Guilford County in such an impeccable fashion,” Chairman Alston added.
