Per the State of North Carolina, Governor Roy Cooper’s Executive Order No. 163 Revised Prohibitions and Restrictions to Protect Lives in responding to the Covid-19 Pandemic we must follow Order 163 -Limiting Mass Gatherings to no more than 25 People in the Council Chambers at one time.  (This number will include Council Members, Town Attorney, and the Town Clerk as well as media if they are present). We encourage those present to follow the 3 – W’s: Wear your Mask, wait 6 ft Apart, Wash your Hands. Once 25 people have entered the Chambers, Staff will ask any remaining citizens to wait in the lobby or outside until the ones inside have been given time to speak.

       IV.          Citizen’s Comments from the Floor (3-minute Limit per Speaker). After you have spoken and all questions answered you will be asked to leave in order for someone waiting              outside to take your place.

The Mayor will ask Council to go into Closed Session. At this time Council will asked all Citizens to leave Council Chambers pursuant to: N.C.G.S. 143-318.11. (a) (1)(5)(6): (a) Permitted Purposes. – It is the policy of this State that closed sessions shall be held only when required to permit a public body to act in the public interest as permitted in this section. A public body may hold a closed session and exclude the public only when a closed session is required: (1) To prevent the disclosure of information that is privileged or confidential pursuant to the law of this State or of the United States, or not considered a public record within the meaning of Chapter 132 of the General Statutes. (5)  To establish, or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalfof the public body in negotiating (i) the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease. (6) To consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; or to hear or investigate a complaint, charge, or grievance by or against an individual public officer or employee.

V. Agenda Items to be discussed:

 1.       Future Town Staffing Need

2.       Discuss and vote on acquisition of an HOA property

3.       Allow request from Stokesdale PTA to hang banners of supporters on the towns fence around the water tower

VI.          Council will close the Closed Session, and ask all Citizens to return to Chambers.

VII.         If a vote is taken Council will vote on the outcome of their Closed Session.

VIII. Citizen’s Comments from the Floor (3-minute Limit per Speaker). If there are more than 25 Citizen’s attending the meeting and you have spoken and all questions answered you will be asked to leave in order for someone waiting outside to take your place.

Council will adjourn the Special Called Meeting.
